yes, there are a few 26" road tires. continental makes several that are 25-28mm (1.0 - 1.2") wide which is about as good as you'll get.

you might shop around and find cheaper, but this is a good list. the gatorskin is 25mm.

I use 26x1.25 slick tires on my commuter bike. Performance sells their house brand tires for $10 to $15. Not race quality by any means, but fine for commuting and casual recreational riding.

I've never tried them, but other tires from these guys are amazing.

Oh, and I wouldn't suggest going smaller. Wider is better for most uses.
