Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

I've run tires from 21mm to 41mm on at least two sets of rims with no trouble at all. Can't remember the rim widths, but one was narrow and one was way wide.
I don't recommend 23mm tires for anybody over about 140 pounds, but he could certainly use 28s.

I have been very satisfied with tires in the 28-32mm range. They should fit with no problem, offer low rolling resistance yet retain decent shock absorption properties.

Vittoria Rubino Pro 700x28 is an affordable, decent performing, very durable tire. It will be a lot faster than your average 35mm cross or hybrid tire.

I'm 150-155 and have had no problems with 23s, 22s or 21s. That said 25ish is my favorite tire width.

What's the make/model of the rim? Many will handle 25mm tires. Lately I've been going with Panaracer Stradius Sport in the 26mm width for bargain tires. Work fine on some kinda wide touring rims I have.
