No, what we are implying is that you can only ride your bike on the road to gentleman's clubs where they serve liquor and the entertainers are not well endowed in the chestal regions.

Generally sidewalks are a bad idea. The problem is at intersections, driveways, parking lot entrances/exits, and such. Cars are not checking the sidewalks for traffic. We're lucky if they actually look both ways down the roads before pulling out, checking the sidewalks is not going to happen. Sidewalks are also notorious for being uneven and having buckles that could launch you airborne, or throw you over the bars depending on which way you hit it. Its common around here for there to be telephone poles right in the middle of the sidewalk. Not really an issue for pedestrians, but not fun to negotiate on a bike.
There are a few occasions where I have ridden on the sidewalk. The one block to avoid 2 left turns is one of the scenarios. I've also done it a few times on a really busy road with fast traffic and a nice wide sidewalk where no one ever walks. (Its Texas, people rarely walk anywhere here). Even then, its for short distances, I take it slow and I'm extra careful at parking lots and intersections.

except for the places where the sidewalk IS smoother and they DO exist. I normally stick to the road except for where the road looks like someone has been taking mortar practice

In Australia we have laws making it a crime to harass someone. I would expect that if you repeatedly point out that in your opinion a particular person (the victim) had done something you believed was stupid, that would quite easily result in a charge of harassment. If you showed no remorse and presented as a somewhat aggressive person, you would I think get a jail sentence.
