The dropout photos are very poor. I called my buddy to see if there's something stamped in those. The dropouts are fairly vertically-angled, not horizontal like a track frame.

Sometimes it's fun to convert an old bike and then load it back up with the grouping later if you think better of it.

If the bike fits you, keep it and do what it takes to get it 100% streetable, ride it for awhile, sell it if you aren't in love with it. If you do love it, the money dropped was probably worth it.
