I didn't buy my kilo stock, but i believe it comes fixed/free but they only supply a cog. You'd have to buy your own freewheel

My bike has pretty much the same distance to the brake. I keep it in an awkward position because I never ever use it, and it just gets in the way otherwise. It stays there for peace of mind.
