I've found that most pedals to need a slight "breaking in" period. You sound like you got some crappy bearings or something. Get them replaced or repack em yourself and see if they spin and better.

I'd buy this thing and convert it as a cheap cruiser. Put a single speed with two brakes, cruiser bars with cork grips, and an old leather saddle. Maybe a front rack if you could get one on there.

I would say its a pretty good deal. Miyata frames don't have some of the really insane lug work you will find on some Japanese frames like Samson, M-Idea, Nagasawa, but those frames are always priced...

Just remember, track frames have higher bottom brackets, which means their measurements are taller compared to road frames. A 55 road frame might fit you fine, but I'd go smaller for a track frame....

Their Eno[centric] hubs use normal cogs, I believe. Their new high flange track hubs use a splined cog which prevents against stripping since there are no threads. You still need a lockring though.
