Problem with something in controller or speed sensor?

I'm got a second hand japan 24v e-bike from maket. I'm check line and recharge it and finally it can run again. But the problem is motor 3 phas run not smooth and so slow. When I try to connect directly from ECU with out speed sensor. The motor spin and stop not continue. Maybe the problem is from my ECU. Just ask have somebody be like me? How to fix? Thank you.

It sounds like a wiring problem. Like a loose phase wire or the hall sensors wired in the wrong order?
