I thought the tight Italian road racing geometry was started by some of the artisan builders like Masi, Colnago, and De Rosa about 1970, spread from there to the rest of Italy, and by the 80's was pretty much standard world-wide.

Got mine with pre-trashed paint, so got mine re-done in a different color scheme, so it is a stealth team pro. I second Ed's assessment. It's a nimble rocketship for the Gods. If you have a look at Non-Fixie's thread you'll see a multi-time World Road champion of that era looking wistfully at one.
I have a Bob Jackson with similar geometry that rides pretty close to the same.
Really, it's more about the geometry, weight, quality of build and components. The location of manufacture is just a neat distraction.

I have a late 80's Concorde Aquila in team PDM colors (of course it's a team replica as I think they were racing on bikes badged the next level up), which kind of fits your rules as it was a Dutch company. Of course it was built in Italy. Most of their road frames of that era (including mine) came with a number hanger. I'd be lying if I said that wasn't one of the appeals of the frame.

I'm not going to spend the time to go into all the details, but back in 2012 when it came out and was tested by most of the popular bike magazines the verdict was unanimous: "The first hydroformed, heat-treated, chromoly road frame in existence,
the new Venturi is the most advanced steel racing frame in the world." That was 2012, three years ago, I'm not sure if it still is the most advanced steel racing frame, but still... just wanted to give a nudge to something here from the states. Having said that, I still love the Italian race frames, old and new, but as the Title of this thread says; non-Italian race frames, Breezer is one I've done a ton of research on before buying, and it's a great offering from Breezer.
