Assumptions Make An A...
I routinely wear a billed cap of one kind or another under my helmet. I have to adjust it to fit properly, and readjust it when I wear it sans billed cap.
I thought you might have some supporting evidence which might inform me to alter my practice, but alas it appears you have only assertion, prejudice, anecdote, pride, and a haughty spirit?

Also, I've seen other bicycle riders wearing a baseball cap under a helmet and they have the helmet tilted up quite a bit. That defeats the purpose of t he helmet as t he helmet is not offering much if any protection.
Plus, most times the helmet straps are not as snug as t hey should be to secure the helmet.

Cheap 3-speed is worth it for the parts, but the definition of a dynamo is priceless and the punctuation alone is worth the price of admission: "Dynamo System For lights (dynamo lights are what bird back in the day had to power the lights. ( Its basically a miniature alternator (an electric motor (a magnet inside of a coil(uses magnetic field to generate electricity))) that uses the movement of the wheels to supply the head/tail lights, or any other elec accessories)))).
Also, the "one tire tube would have it on the road" might be true but no functioning brakes would certainly make for an interesting ride.
