Seems to be the way they're doing it around here too. I was riding home on a common route and I cross a street and WTF IS ALL THIS GRAVEL CRAP?? They threw down the chips and I guess left sealing it for another day. It's sealed now, but you still have the chips that didn't get sealed being tossed up by my tired. Not to mention road vibration is horrible.

Well I'm still here and they're still using the crap. I haven't been able to use some roads for over a month now since they put the crap down. Almost all the roads I ride are chipseal and man is it a luxury to get a 1/4 patch of real asphalt.

Chip seal roads smooth out fairly quickly, though never smoooooth. It's the shoulders I complain about. The loose gravel stays forever as there is no traffic there.

Then I tried to have a civil conversation with a county representative about the widespread chip-seal. I was told in no uncertain terms just what regard he held my opinion in.

They are using Chip and Seal on most of the roads here in NW Missouri. I lose about 2 mph once I hit them from a normal asphalt road, not to mention the extra vibration.

Yeah, they're doing that here too. I hate it for the first little while, a lot of loose rocks. But one of the roads they did a year ago is just fine now. Don't recall how long it actually took to smooth out though, one day you just stop noticing that rocks are flinging everywhere. I don't know if they swept it but I kind of doubt it.

We have that crap here in Wa state. They hit all the best rural cycling roads with it. But then people get all huffy about paying more taxes, so they get what they pay for - a super cheap alternative to new pavement.
