It could use some help; the rims are mis-matched, those appear to be track grips on risers, which doesn't make much sense, and his rear tire appears to be mounted backward. I wouldn't really call it jackass, just a little... eccentric.

It's a FGFS bike, definitely not everyone's cup of tea, but I think it's pretty neat and looks fairly purpose-built.

I personally only like track grips on risers. Ourys are too thick for me, though the cushiness is nice. Anyway the first bike just looks FGFS to me, which to some I guess is jackass but it's purpose-built. The second looks okay to me, to be honest. Mistmatched rims and perhaps frame is too small I guess but I don't see a big deal about anything else.
