I couldn't find a pic of the Roadrunner cartoon with Wile E Coyote jacking a handcar like mad to stay ahead of a locomotive......

What would happen if I got one of these railbikes and started pedaling on the nearby tracks? Are there railroad police that would arrest me?

By the time a laden train sees something on the rails at speed it is too late. All the driver can do is hope you don't derail his train. You'd have to get that contraption well clear of the rails as soon as you spot a proper train. If it was coming up behind you the driver would hardly feel a thing.

If you were lucky probably arrested for trespass. If you weren't a small damp squeak just before becoming a Darwin Award candidate.

Are you saying bicycles shouldn't be in the cold?

You need a cold hurricane. The STers have it down to a science. My solution is window open, house fan on, absurdly-powerful Costco fan pointed at me, and that only works when it's below 50* outside. Above that works, but power is capped and dropping. In the old house, the trainer room was at the bottom and well-insulated, and it worked if I just ran the AC full-throttle throughout. The key is to have fresh air with a cross-breeze through the room, and a huge airflow over your body. And it has to be cold. That's why it's only now that I can really do an FTP test.
And outdoors, there's nowhere I can hammer for 20' and be safe.

I read a story a few years ago about 3 guys who built their own rail bikes and traveled on closed sections of rail in the Southwest. It looked like a fun trip and they made the bikes able to ride on roads with removable outriggers. They said this was their biggest problem, messing with the outriggers.
I also read about some guys who did a similar trip with bikes that had small diameter airless tires. They followed railroad tracks but rode on the dirt or the cross ties.
I like to read the bikepacking stories about going into the boonies.
