curbtender suggested I treat the remaining aluminum dropout like the carbon dropout that fits with replaceable RD hangers, and further suggested the Cannondale "H" hanger, because it formed a sleeve into which the dropout fit into, rather than an inner piece with an outer, bolt-on hanger. He supplied the hanger.
I then set about getting the 10mm wide dropout to fit into the 6mm wide slot in the RD hanger. I actually hacksawed a slice off the best I could, then cut off a piece that prevented the hanger from sliding up to where the axle hole would line up with the Radac's dropout.
The created a problem with that "angle of the dangle," The OEM hanger's RD bolt hole was situated directly below the axle; call it 6 o'clock. The Cannondale hanger was designed to do the same, but there was no way to trim the remaining aluminum on the Radac to match that angle, and still have enough aluminum to drill a hole through for each bolt. As it is, the top mounting bolt is through and through, but the bottom mounting bolt actually sits in a notch on the aluminum dropout; simply not enough aluminum there to make a hole and still line up with the axle.
The new "placement" of the RD bolt hole, with the Cannondale hanger, is about 3:30 relative to the original 6:00. It sits forward of the original position, relative to the cogs, and about 1/2" closer/higher. The only way to mitigate this was to run the adjusting screw on the RD all the way in, which moved the RD angle back, but it's nowhere near vertical from the axle.
The RD has a greater "tilt" counterclockwise than it would normally have, and the upper pulley is biased somewhat up in front of the cogs. It's like looking at it from the side, reaching out and rotating the RD on it's pivot about1/6 of a turn counterclockwise. The 13T being the smallest, this could have been a real issue, but with a new chain, it spins forward and backward just fine with no chain slap or suck.
I'm going to give it a good shakedown, maybe 2x15miles or 1x15 and 1x25, just to make sure. Then I'll probably send Rachel at REI the pics, let her test-ride it, and give her a good rundown on the issue maybe being fine forever, and maybe failing the next time around the block. Best case scenario, she rides it at RAGBRAI. Worst case, she finds another frame and swaps over.
As you can see in the picture, the only way to slide the back wheel out is to remove the skewer end completely.

It's been a great ride, I really like this bike! Not many changes so far: Planet Bike Cascadia fenders and a new Brooks B17 saddle (honey). Still waiting on MKS Sylvan Touring pedals, and new Sugino XD crankset. After that, probably some Tektro CR720 cantilever brakes, and as yet undetermined new shifters, brake levers, derailleurs, and stem. I had thought of changing out the bars and grips, but I actually like both as-is.

1974 "Submariner" (Not Labeled As Such)
This one has its own free-standing post already, but what the heck. 1974 pre-Kabuki (and pre-Submariner) Submariner. Rare to the point of possibly being unique and in drop-dead gorgeous condition. Was trying to get $160 for it locally because I have no good use for it (too many damned bikes), but no takers so I guess I'll have to keep it in the stable. Boo hoo.

My brother-in-law drove a dimpled car for several years. I'm not sure if he saw the Myth Busters episode, but he claimed to get better gas mileage.

Last year I picked up
The groupset is surprisingly nice to ride and shifts excellently but I love old classic steel bikes with modern groupsets and was able to pick up a nearly complete SRAM Apex (missing brake calipers) for $40 and am thinking of building it up with this set.
What challenges am I looking at to build it up?
This is what I know about:
1. Hope the BB fits (or buy one, what size to get?)
2. Cold set the frame to fit a 130mm rear hub.
I would keep the quill stem, but might get a more modern style ergo drop bar.

Got my shredded dropout fixed and rebuilt my '89 RB-1. Today I took it out for a shakedown ride. I had forgotten how nicely it rides--better than I remembered it.
The biggest difference was swapping out brifters with Shimano Aero levers and Dura Ace 10-speed bar-end shifters. The drivetrain is Ultegra 6600.
