Its an interesting place, I've been lucky enough to visit for a few weekends...
Traditionally, the people were watermen. Oysters, crabs, fish caught and exported to the mainland. That's changed over the years as the bay health is in bad shape. Now they have some tourism, guided adventure, Smith Island Cakes, B&B's.
The men living there are big stock, rugged & strong. All of them. Crime is (was, see below) non existent. And for the longest time, there was no law on the island.

I was there 20+ years ago. I just looked some things up, apparently things have changed. Looks like property crime is a common now. Some websites are reporting property crime, some are not. Crime there isn't tracked by normal agencies - so I don't know what to believe.

Life & history has taught me that if someone doesn't (planned out to financially) own a vehicle, house, or something rather meaningful, that person is highly unlikely to respect not only where they live & what they have, but also disregards it for others.

I live in central North Carolina. I doubt many bicycles are stolen around here. There are plenty of burglaries, but you can go weeks without seeing anyone riding a bicycle so I doubt anyone would want one. There aren’t any bicycle shops in the county; no Starbucks either.

I leave my bike unlocked all the time.
My house doors are unlocked.
My tools are in an unlocked shed
I keep cash in my car and it is unlocked.
Nonetheless, most of my unmentionable items are locked inside a safe.

From a relative point of view, and including international locations that are developed, you could try Japan. Very low crime rate, although there still is some. Bicycles are routinely left unlocked in racks. I've never been there but know folks from there who travel back occasionally and mention the culture is part of the reason there's very little crime.

Geneva, Switzerland. I was there last summer. 90% of bikes not locked. the ones that were had a cable lock through the wheels not even attached to anything. Also, these were very nice bikes. Bikes worth thousands of dollars just sitting in a rack.

A bit over 20 years ago we moved out of the city to a burb about 10 miles away. Crime free up until about 5 years ago. Never locked cars or house. Left the garage door open day and night. Then the thefts started to happen. Cars broken into and items stolen out of garages. Perps were high school kids from the local school. Not all thieves are desperate. Some just looking for a thrill. Haven't had any issues since they were caught about 3 years ago, but we still lock everything and keep the garage door closed.

That struck me as humorous so I took a look on Google maps and watched a video of a tour around Vatican City. E-bikes apparently are popular as are scooters. In the immediate area around the compound I found several unlocked bikes and scooters, on the video I saw a bike chained to a fence.
There are only viewing spots in the central compound but from what I could see I doubt bikes are allowed, I couldn't find any. Not enough space, too much hazard to pedestrians.

Only been to the Vatican a handful of time and do not remember bikes anywhere on the property.
The only time I have had stuff stolen was in europe. A bike once. Some camping gear. A camera. Three times a criminal tried to rob me by knifepoint. Theft seems somewhat more confined to socialist countries and blue state urban centers.

On my road, there was a bike left on the verge for a few days before I picked it up and eventually took it to the bike donation place in Burlington. Of course, my road is a 6% grade and the bike was nothing special.

They steal your wealth but crackheads steal bikes (especially if its a cheap bike that isn't worth stealing.) Honestly you cant even blame them because they needed it to buy the crack and leaving it unattended is irresponsible because you should know that he needs it for crack.

We have had 4 biles and a motorcycle abandoned on out property so I went through the ASU study on bike theft, https://popcenter.asu.edu/content/bicycle-theft-0, basically if you have these motivations you have theft:
- To joyride — those who steal any type of bicycle for transportation and/or enjoyment. These offenders generally abandon the stolen bicycle after use. Younger offenders (16 and under) typically fit this group.
- To trade for cash — those who exploit easy opportunities to steal any type of bicycle and trade it for cash or goods (such as drugs).
- To fill a request — those who steal specific types of bicycles to order.

Also Civil Asset Forfeiture (theft by the “good guys”) is responsible for more theft by dollar amount than burglaries.

It obviously depends a great deal on the perceived value of the bike and the level of poverty in the area. The real thieves wear business suits and take people's homes and savings.
