I'd expect to pay $190 tops for a single brifter from the LBS since the MSRP is $364.99 for the set

MOST places will tell you that these can't be fixed, probably because it is difficult and time-consuming, but replacement parts are available from Shimano. The mechanic at my LBS will repair damaged Shimano shifters.

check your cable housing. your parts could be fine, but worn out housing or the housing ends getting ground down can definitely affect shift performance.
as for STI servicing - your best bet is usually to pull back the lever, take a spray can of lube and really douse the **** of out the inside. believe it or not, it works (or at least improves performance).

I remember hearing about someone having success by taking it to a place with a sonic parts cleaner. Try WD40 or some other penetrating oil then lube with triflow.

I'm glad you can get parts. Shops I've been at could get the plastic base, hood, faceplate, external spring, and the main lever/shifter assembly. However, not any of the parts within the lever/shifter assembly individually.

Good luck finding a frame these days that has down tube shifter bosses installed. Most new frames have cabel stops upt by the head tube but no real bosses designed to take shift levers. I have a touring frame that has them so I put down tube shifters on it. It made sense on my touring bike because there is a lot less to break out on tour with down tube shifters.
