my advice/works for me : find out what parts are good. look for USED good parts on ebay.

find out what they go for used by using history, and wait around to win auctions on the low side.

Nothing like a new guy that comes on and treats all the veteran/experts like jerks and telling them they are not helping when in fact they are helping and giving him great info , just not the info he wants to hear.

You have a budget that will all but restrict you from new parts. This leads to getting all your stuff used. The is no way we can tell you what is best for your (very little) money on used parts. Way too many variables.

As others have said: figure out what parts you want and start shopping ebay/craigslist. You can build a complete bike with your budget but it's not going to be fast and you certainly can't go buying new parts.

These posts are getting old :| "Hi guys! I'm new, spend my money for me because I don't feel like searching for it myself. P.s. I know what I'm talking about/doing so don't try and change my mind about anything!"
