^ was thinking the same thing. That is a skirt/bike skirt and the wind caught it.

The maker of that bike didn't realize the fork is supposed to go inside the headtube until it was too late.

Does the cut-out pattern affect strength?
Yes, that's why we make our tubes bigger (40 mm) and thicker (2 mm) than other bicycles. It does not affect the weight too much because we cut away half of the material.
