I think you're also making assumptions about cycling safety here. I might not argue it's unusually safe, but I don't think it's unusually dangerous, either. One useful side effect of congested traffic is that it is slow.

And yes, the speed limit in the city is now 25mph. Not always respected, but I know a lot of cabbies and "ride-sharing" drivers are scared to go too far over because of the consequences it could have on their livelihood (and it actually makes things kinda fun on certain stretches of road where you know they are trying to keep right at that limit, and you can try to keep up with them on your bike).

OP, do you like the way the Specialized Sirrus rides? How would you compare it with your older mountain bike? It looks like the Sirrus came with 32mm tires so they should be plenty wide enough for commuting. Some suggestions:

- Could some of the traffic be avoided with a different route? I did that with one of my routes to home via Hackensack. I also don't ride Riverside Drive as much since St Nicholas has bike lanes in both directions.
- How did the car touches happen? Could they be avoided by (staying behind the car, giving more passing room, signalling with hands, etc)?
- Do you ride in the rain? If so, then consider tires that have better grip in the wet and/or using less tire pressure.
- Do you stop at red lights? I usually do but maybe go through some with no road on my side ("T" intersection). I try to keep it at a minimum since I have been ticketed and have seen other cyclists getting ticketed by police for running red lights, stop signs, having no brakes on fixed gear, etc.
- Do you use a front and rear light on your bike? I keep both in my backpack in case I need them. They see heavy use in rain, fog and shorter light days. Some could argue to use them all the time.
- Are you riding with a helmet? If not, then consider doing so.

Like guns or cars, there are no dangerous bikes, there are only dangerous people. Any bike with brakes and good tires is safe. Riders who listen to music, check their phones every 2 minutes, ride drunk or stoned, or who don't keep their bikes in decent shape are dangerous.

I'm puzzled by the comment about being brushed by cars and bikes. As others have commented, this is unusual. In 60 years of riding, a lot of it in heavy Washington, DC traffic, I can't recall every being brushed, On the other hand, bikes are designed with different levels of stability, and hybrids generally have less trail than mountain bikes, which are intended for going downhill quickly on rough surfaces. A lot of people use mountain bikes refitted with slick (not-knobby) tires for commuting, The Dutch bikes have a lot of trail and are very stable. Wide tires also help.
