The lugs look right, but the curvature of the fork doesn't. But I don't really know much about Internationals. What do the the more knowledgeable among us think?

This seller is highly suspect. He is not a skilled or knowledgable restorer.
The fork on this one does look odd but it may be becuase of the amount of chrome showing?
Here's a tip. If you scroll through his feedback as a buyer you can usually find the auctions for these frames when he bought them. Sadly most of them look much better before his "restoration" work.

Here is (likely) that same frame a couple of months ago.

I like this excerpt from the previous auction's description, too.
The threads on the fork have been chased so when you thread a headset cup on it is kinda loose, you also need to be sure to get it started straight. Frame looks to be straight as far as I can tell, has a couple very small dents in the top tube that should be easy to fill. All the braze ons have been removed.

Another typically slap-dash attempt at a so-called overdone "restoration" from this guy. Garbage.
It's an International frame, but the fork is off a 1974-76 Raleigh Gran Sport. Nothing above the Raleigh Competition (that is, the International and the Professional) was subjected to the kinked-fork treatment. The Competition and everything below however, are fair game.

The color is way off the chartreuse, the price is crazy high, and looking at the head-on picture, it looks like the frame is far off from being straight.

Wow, so people buy bikes on ebay, "fix them up," and then re-sell them on ebay? What a racket! There's a sucker born every minute, yes?

Apparently, this fellow feels he is adding exceptional value by painting. The finish looks ok, but...

Really sad if it's the same bike as it no way needed re-finishing. Fork looks right though.

The frame and fork look very much like 1972 or earlier (dogleg bend in fork blades, rear brake cable stop, wrap-over seat stays, Campy dropouts with eyelets, and rather crudely finished bottom bracket shell), the size is correct (24.5 inches), but the downtube and chainstay decals are 1976 and the paint is like nothing Raleigh ever put on an International.
By the way, Otis, the frame in question is definitely a 24.5, the one he bought is a 23.5, and the unfinished one is a 22.5. It's funny that the toptube on the 22.5 is the same as the 23.5 I used to ride.
The feedback record of this guy and his no returns policy together are a show stopper for me. If I really had a Jones for a Raleigh International I might offer $175. If the bike turned out OK, then good for me--if not, then it might be worth $175 just to leave bad feedback and never return his calls. His no-return policy already makes it pretty clear that he doesn't want to rectify a dissatisfied buyer's complaints.

His previous listing of the current frameset ended for $479 with reserve not met so with Ebay math that means a new auction with a $1000 BIN price. item #120481894722.

Nope, this guy would not know how to put the braze-on's back on.
But if you go through his feedback you come across his buy of this one:

Well, when he parted it out he sold the components as a lot for $472. No shipping as the buyer was only thirty miles away. He recovered his initial $$ outlay on the components. His profit resides in the frame. Sometimes I am so tempted to part out my vintage bikes.

Pretty crafty photos from the original seller - the forks don't appear as kinked as they do in the more recent photos.
Odd that they should be kinked on an International as well. What surprises me is that they don't seem to be Campag drops either (and if they are, they've been fitted sloppily), which would suggest they might have been destined for a Gran Sport initially - with the frequent parts substitutions Raleigh was known for, I wouldn't be surprised.

Well, the new paint job sure looks nice. The price is outrageous.

Yup - MOO
Yup! I just took a careful look at some pictures of a 1973 Raleigh International that I picked up this Spring for twenty dollars. In my opinion, the bike you have sent pictures of is indeed a Raleigh International. That said, keep in mind that I am not an expert but I do like Internationals.

As for the asking price - NOPE! Wayyyyy too much in today's market. But two years from now, that will come close to the going rate. My opinion of course, not a statement that you can make money on. I should add that I sold the pictured frame set for $400.00 USD.

Looks like an International. Over the years the fork rake evolved from the gentle arc at the end of the fork to that sharper bend higher up.
