Building fixed gear bike

So I want to build a fixie. I found this guide:

uk.gophr.com/a-bicycle-courier-guide-to-building-a-fixed-gear-bike/

I'm not a courier though, I use bike 15 hours per week, not 50.
My budget is £300 not £500.
And I dont want to build my own wheels.

Any comments? Tips? Recommendations?
