I turned down the complete bike as it is on FGG all because of the bottle bosses and brakeholes. Slacker geometry didn't help either. I think Chris wanted £300 for it then (complete).
The guy selling it now got the frame from Chris via eBay, you might could still do a search to find out how much he paid for it.
£150 is a little much in my opinion.

They're lovely frames. I almost jumped on this myself but I've got no space for yet another fixie project and my girlfriend would kill me. Also as tech says, the angles are a little relaxed but thats probably a good thing if you're going to ride it for work.
But its in great condition for a 70s frame and its 531 which really holds up. Its already pre-scuffed so you won't have to fret about working on it. For reference, new Mercian track frames start at 375 + VAT, see https://www.merciancycles.co.uk/frame_vigorelli.asp
But you've got to ask yourself why you need another frame, where you're going to keep it and can you afford to build it up. Jesus, when did I get so sensible?!?
