Execellent work and super nice. Jinx proof is alright, but all of their artists that made them great back in 97/98 have left. Jinx is still good, but tend to have an attitude and can be pretentious.

This has nothing to do with bikes... but I'll hop in.
I don't think you can say "Oh, JP is better... " or "_____ is better". Depends on what she wants done and who you go see... whether or not it's something the artist is into doing, etc, etc, etc.
In DC, I only know the guys @ Jinx and have been tattooed there many times by many different guys (many of whom still work there).
American traditional, simple style. Tim. American traditional, new school or variation. Dave Waugh. Asian/Japanese. Tony Morel. Anything fancy or super stylized. Go see Grant or Dave.
If you are willing to travel, Seth Ciferri @ Read Street in Baltimore did many hours of excellent work (maybe the best pieces I have) for me.
No matter what, you're going to have to call ahead and schedule an appointment, unless you get lucky and can just walk-in.
luggedwithlove, I had Frankie Orange tattoo me as well many many years ago... did you know he quit to become a professional roadie for N'Sync?!??! He tattooed them and they decided to hire him on tour with them. $$$$$$.$$!
