I don't see what there is to debate here . . -the Level hub is clearly a superior design to every threaded hub (even the best machined one's like phil's or the zipp). If you want the best quality, you could go with either phil or level .. -if you want the best quality and the best designed hub . .go with level. Easy choice..
-though you could always have both.. -and use a phil for the front
And btw; for a street hub, burly is better. A level doesn't weigh that much more than a phil, and the weight is at the centre of the wheel . . -the best place to have it

when i was building my SS mtb i wanted "the best" hubs.
in asking around i got word from someone who knows a lot and has ridden every high-zoot SS mountain hub out there that, for the most part, they all roll on the same bearings.
and really what other difference can there be other than pretty machining and brand loyalty?
so between phil, white inudstries, and paul; paul won cause they was the cheapest and you know what? they are freakin sweet!
now level is a whole new can o cheese! i would love to try one of those as well.

Offroad SS'ers (myself included) have a huge hard-on for Pauls. Track/fixed gear riders love the Phils. I have no idea why. Cultural differences?

i just wish my freakin paul word hub came with a fixed side.... it's one-sided free only and that makes ***** not as fun as it could be....
i have noticed the crazy chris king obsession over on the dirt side of things.... talk about expensive
