SFO / Bezerkley gearing question...

I picked up a 70's Raleigh 531 frame to build as a fixie for my brother who's in grad school in Berkeley. He is pretty damn athletic, but has never ridden fixed before. What's a good ratio to start him out at? 42-16?

I'm not familiar with the area (hills) wel enough to know what ratio would be appropriate. Thanks!
