Definitely be aware of and ride within your skill level. When it's wet, ESPECIALLY when it's just started raining and all the oil and dirt of motor traffic is still making things extra slick, I give myself extra long stopping distance and just ride more cautiously than I would otherwise. When conditions change, adjust your riding style accordingly.

Especially watch your speed on corners cuz your front end will wash out so fast you wont even realize it happened until you're in the gutter with your bike on top of you.

Army surplus Gore Tex rain gear can be had inexpensively from time to time if you keep your eyes peeled.

Keep an eye out for painted markings on the road and and metal manhole covers/grates/etc. Those will kick your ass when it's wet out.
Rain gear ... I've got an MEC jacket (Gortex), Burley rain pants (Gortex-ish ... really good quality) and LG booties. The booties are neoprene so they'll be decent in the winter as well (hopefully).

rain in portland is a little different than anywhere else i've ever been. once it starts, it'll rain for a month solid, be super nice out for a week then we'll have an ice storm then rain for another month then snow for a day then rain till june.... i just want to stay warm and dry

I would ride slower and just watch out, cause stopping will take longer. But riding in the rain IS fun. I love going to a parking lot when it's all slick to mess around. One time i got fxcked up crossing rail road tracks when it was raining. Watch out your front can slip out so easily

i was working during ernesto and i ride brakeless... it's scary, true, but you just gotta be smart and cautious. they tell you in driving school to drive like 20mph slower than the speed limit when it's raining. same sort of concept applies to bikes. even riding with the best brakes ever you will probably slide around. physics!
