Might be more helpful if you knew the chainring size too - I ride a 17, but with a 48 ring.

I don't think chainring size and gear inches matter here......we're strictly talking cog size...

Not so much a question of gear inches / how tough you are, just tooth count.

I like my 39/16 when I'm feeling strong. I did a few 8,000'+ centuries on that gear this year.
However, I'm kinda weak now, and it's the perfect gear for getting around town on.
Obviously I could also ride 48/19 or something silmilar.

you can use 27" to get a ballpark for most 700c or 27" wheels. For 700c to get fancy use 622+(2*tire size in mm)/25.4

For instance, running 48/17 with a 23mm tire
(48/17)*(622+2*23)/25.4=74.26 inches
