Yes they do, unless the wheel is fix/fix or fix/free, it will have dish.

i thought phils were evenly spaced with 0 dish no matter what.

Would 160 dollars for a Mavic CXP-22, 32 Hole Formula flip-flop hub, DT 2.0 spoke wheelset be as decent a deal as I can get?
