Full fenders are (er, can be) inexpensive, lightweight, and just far better at keeping you dry. I like having a mudflap up front for even better coverage and drier feet. Partial fenders are for frames that won't accept proper fenders (e.g. lack of clearance or eyelets) or in cases where the fenders simply must be quickly removable.

basically my experience is that the clip on fenders will keep **** off of your upper body but not necessarily off your legs where as the full coverage fenders keep you pretty dry all around especially if you have an additional mudflap on the front

Full fenders on track bikes are tricky because of the toe overlap. If you already have some toe overlap, expect it to be much worse once you add fenders. Watch out when you're going slow, you might peddle into your own fender and screw it up.
