no, it's a gear ratio just like any other
the thing is, 48/15 is a fairly heavy gear ratio, especially for a novice rider who isn't physically up to par with someone who has been training/riding for a long time

I noticed the difference immediately after switching to a 16t. I'm going for 48x17 to have 18 skid patches since I ride brakeless.

yeah just think about it logically...
if you can't think about it and figure it out and you don't trust theory...then do this
put your pedals at 3/9 oclock, skidding position. put a piece of tape on the tire...rotate once, look, count, rotate again, look, tally
rinse and repeat until you're going over the same spot more than once

Noob question, but do you guys have a recommendation as to where I can find a reasonably priced 17t cog? Also, will I need a new lockring or can I use the same one from the 15t cog that was shipped from Bikesdirect?

the lockring can be reused, although some people would argue that an inexpensive dura-ace lockring would be a slight upgrade over the stock no-name one

I think the lockring that comes stock on the Hour is a Formula lockring which I think is soft aluminum. Upgrade to steel rotafixa & done.
