Decent saddles for $40 or under.

You probably won't find much. Just keep an eye on craig's list and ebay for the names "Fizik" and "Selle Italia" and "Brooks". Even then, you may not get it for 40, but your ass will thank you for it after long rides.
Oh, and, if you are not taking long rides, why are you looking for a saddle? Go get a free one from you LBS's junk bin.

If you are not in any rush, and can go a little higher, watch for Nashbar to put a Brooks b-17 on sale. Considering the sale price, and a 20% off coupon, I just paid $55.99.
A wonderful saddle for a very decent price. Black or Honey colored. It's a gorgeous saddle. Best comfort I have ever ridden.

Did you read deeper? They clearly state the prices are not always up to current differences. Google says 25 pounds is about $43. Plus probikekit says they will charge your card in pounds (almost always an additional fee), plus shipping, plus waiting for it to come from thousands of miles away needlessly, plus the fact that it's not even in stock.
To save a measly few dollars.

ccm pro makes a decent knockoff of the selle italia royale seat. Nycbikes.com sells them for $12 a pop. I've bought two, ridden on one for a good 50 miles or so and i find it pretty comfy.

Looking at this - Sette Nyx Saddle - $35
Weight: 190g
Width: 134mm
Length: 265mm
Just 2mm more narrow than my mtb seat which I find pretty comfortable. I like the weight too. 6'5"/215lb - needing a little wider saddle.

I got a nice Fizik Rondine saddle on sale at Nashbar for $24.99 a couple of weeks ago. I finally mounted it today and took it for a test ride. Very comfortable. The best thing I can say about it is that I completely forgot about it the entire ride. Even comes with a little button-detachable tool bag.

Everytime I do, the prices have been accurate and shipping has been free.
