Since it is so unlikely to find one, may I suggest that you look at alternatives? Like a Soma Rush, which AFAIAC fits in the same general niche as a SR, but does have a 1" head tube, and while I'm not positive what fork it comes with now - I do know for a fact that at some time in the recent past it did have a threaded fork.
If you are absolutely stuck on getting a Steamroller, which I can understand from having had one myself that I passed to my son who has been riding the hell out of for years now...and must have a quill, and don't mind using an extra doohickey to get your quill stem - Soma does have a weirdly cool little item they call the Quill-inator that is the reverse of the usual quill-to-threadless adaptor and actually lets you put a quill stem into a threadless fork.
Or you might consider a 1-1/8" quill-look stem like VeloOrange's Tall Stack. I'm not sure if its the original or not but there are also several other manufacturers offering other versions of the same theme at various price points. I use the VO model on my only 1-1/8" threadless steertube bike and it is not bad looking at all, in fact I even get an occasional compliment on it.

Sorry to rain on your parade, but IIRC - 2002 or so was the last year that 'Rollers took 1" quill stems, so you have your work cut out for you...

Soma says that you can't put 650b tires on the Rush because you really can't go any wider with them on their frame, so that would lower the bottom bracket too much.
So with the Surly SR, I'd have a bike with my required 1" threaded fork, loose ball headset and quill stem, and it could "mountain" bike, do urban duty and everything in between
But like you said they haven't made them for a super long time, so I probably won't be able to find one that is "like new." So I think I'll just get a Soma Rush with the loose ball bearings, and the decent tire clearance and just stick with the 700x32 tires and forget about my dream loose ball bearing all in one bike Surly SR.

^^^I can't figure out whether the quill stem or loose ball headset is more more important to you, but it makes no sense to me to put those small bits above the frame itself in your decision. However, rather than pollute this pic thread with more gibberish - I'll just once again wish you good luck...you are going to need it. And since I'm already here, might as well try to get things back on track with a pic of what is my son's 'Roller now, back when it was still mine years ago and I ran it with 35mm CX tires as a FG MTB

hey, what size tires are you running and what kind of rear brake claipers?

Any hub with an axle that is spaced at 120mm will fit in the rear dropouts of the Steamroller. So, any coaster brake hub or IGH with 120mm spacing will fit. Most coaster brake hubs are spaced at 120mm, but some IGH are wider, so you will need to check. For example, I have a Shimano Nexus 7-speed IGH that is spaced at 130mm. The only other requirement is that you be able to attach the reaction arm to the frame's chainstay, which is only a problem if the chainstay is abnormally large.
