Yup, those are replaceable dropouts. The plate that is connected by those three allen screws should come off.
I'm not sure why you would want to replace them with trackends though. The adjustability of moving the dropout should take care of chain tension. Plus, since it is a vertical dropout, you don't have to worry about axle slip.
