Help ID'ing a Toyo frame

Found this great deal in my local classifieds and need help ID'ing it. The kid that owns it claims it's a Toyo. He wasn't sure at first, and he later confirmed by his friend that it was a Toyo Godzilla. I've asked numerous questions to help pinpoint which frame it is, but he has no clue about it. The frame was painted by him, so there are no longer original decals seen. And this is obviously not the original fork.

Thanks guys. I'm completely convinced that it's not even a Toyo. Correct me if I'm wrong, but no Toyo frames come with water bottle mounts, right? I knew this deal was too good to be true. 150 is what he's asking...just needs a wheel set.
