I really like the hoods on my road bike. Nobody makes a hood without a brake lever to install on bicycles that only have a front brake? Let's say I want hoods on my fixie. What are my options if I don't want useless brake levers hanging out on my drops?

They're called stoker hoods, usually used on tandems. I think they still look a little funky, and would probably go with a useless lever, or a problem solvers setup where both levers run the front brake.
