Quick wheelset question.

Hey Im currently running a velocity b43 rear laced to origin 8 hubs and a front iminusd laced to formula hubs. I hope to use this bike as a commuter and some urban races such as alley cats. I couldnt find any info from people upgrading from deeper, heavy wheels to lighter but more expensive wheels.
So my question is, would you guys recommend that i upgrade to a lighter but also strong wheelset such as the mavic ellipse? Would there be noticeable/ worthy performance benefits thats worth the cost? I know gaining more muscle on your legs or even upgrading tires might make a better difference but im just curious to find out if upgrading the wheelset would be worth it. Thanks!
