I absolutely adore the volunteer forum police. I especially adore those officers of the forum who not only tell you how to reply to a post, but also diagnose an apparent episdode high blood pressure!! Amazing! So shrewd and adept. I am in awe of your keyboard-oriented abilities.
I do use my whistle. I believe I said so. Which is why you know I HAVE a whistle. ahem... Sooooo... you're telling me to "use it if it bothers me that much" is about as helpful as if you had said "my brain is really too sluggish for creative thought or humor"

Here is the scene: In Philly (or any city i imagine) The traffic light still green at my (or all) intersection. Throngs of pedestrians, with their don't walk sign still engaged, look in my direction FOR CARS only apparantly, dont see or hear me despite my flashy bike lights and gym teacher whistle. I am suddenly, unexpectedly, bobbing and weaving thru heedless, unperceptive simpletons.

I personally like to sneak up on 'em and scare the bejeezus out of 'em if they never saw me. I'll wait until I'm right next to them, slightly behind them and shout 'LOOKOUT!!' Ah, makes me feel like I got 'em back kinda...
One thing though I should say that's more serious is to be extra watchful & careful about people who actually do notice you at the last second & try to take some evasive action, often right into your path. I've heard of many many people taking out peds in crosswalks during a turn because they thought the bike was heading straight at them. They jump backwards, right into the cyclist's line and bam! I tend to give people an extra couple of feet if I'm going pretty fast.
