scrod I can't pm yet so I'll just respond here.
I appreciate the offer but I think that's going to be a tad big for me, right now i'm running a 55cm. I was thinking I'd like spend close to 150 or less hahah. again not a serious project right now i'm just entertaining the thought.
thanks though!

Well I just came across this on CL
Not sure on the tubing but it's really lightweight, I believe it's Reynolds or Tange tubing judging by the age, there's no indications on the bike. could use a little paint, but the chrome is in great shape
This a real nice combo comes with a smooth running 1" threaded headset and Square taper bottom bracket.
The bike also comes with a seatpost. It has some really nice lugs on it with really nice designs.
I work on bikes for a living and this is the most unique frame I've come across in a good while, it has no cable guides and horizontal dropouts with holes drilled for centering screws and knurling for a tight grip on the back wheel.
I'm asking $100/ OBO for the frameset. Definitely a rare frame and perfect for a single speed/track/fixie project!
I have many other parts kicking around as well, feel free to ask and I'll take a look.

Can Anyone ID this frame for me? it's in my price range and doesn't seem to be in all that bad of shape I'm considering it especially if I can talk him down a little seeing as he doesn't know what it is either...

I made a headset press too out of a long threaded bolt, two nuts and two washers as well. Then I used the nuts to hold the big washer a few mm from the end of the bolt and used it to push the star nut down. Two tools for under 5 bucks. PVC for the crown race tool btw
