With the bars nearly level to the seat? Is there some theory of aerodynamics that explains that? If you are being motor paced is the efficiency worth it? Thanks for the links Dan.

Aerodynamics aren't really an issue as you are drafting a motorcycle. The body positioning is for maximum output.
