I wear a marmot rain jacket that keeps everything underneath nice and dry, lycra cycling shorts/leg warmers and I bring a change of clothes in my bag if I need them(socks, pants/shorts) and I live in the Santa Cruz . swag

Not this^^^...from Jared Leto's new line
I usually rock poly-blend dickies work pants, layered if necessary, and layered shirts with a polyester rain shell. Yeah, that ish don't vent. It's hot. Better than freezing, though. Ride in old slip on checkered vans, no socks for 10 months out of the year, boots and wool socks for two-ish.
Work clothes and dry shoes and socks in waterproof bag, in bag.
If it's nice enough, I just go into work wet, but then again, I don't have a "real job," but eh.
Love riding in the rain, though. Odd looks from people in their cars. Couldn't be happier. They have no idea. Distracted, desensitized, removed from reality, looking at it through a window.

I ride in the rain day in and day out. Here is my kit:
Performance Radiator tights w/ cut off jean shorts over them.
American Apparel Thermal, Chrome Cobra hoodie and North Face Venture shell.
Performance Balaclava (when its 30 degrees or so)
Most importantly, wear tights. They keep you warm and dry fast. Nothing worse than wet jeans.

I live in portland, or. I commute fixed and ride for work. Wool is your best friend! I am getting a showers pass elite 2.0 for my bday, that coat is the ****! I have friends who work in them and give nothing but rave reviews... Specialized has some great gloves that are a bit overkill unless you ride in rainy below 30 weather. I hate rain pants, and only use them on the worst days.... And my favorite is my rocky brand gore-tex socks! I have read reviews of people having the same pair for 10+ years. They are not cheap (unless you get an ebay score) but so worth it!

I use a Goretex bike shell, windproof front tights, overboots and goretex socks. And I have no fenders.

swim trunks and or shorts wool tights sneakers and a rain shell with a rear fender
the vinyl rain jackets work fine for my liking I also use kucharick toe clip cover to keep my shoes a little drier and carry an extra pair of socks and some foot powder

I wear what I wear normally.
Nike WaterProof Windbreaker.
No-Name brand from REI water proof pants that just go over my jeans/shorts.
Shoes gets odd, if I'm clipless, shoe covers. If not I just bring a spare pair of socks.
