IRO decals - under the clearcoat?

Part of the plan for my townie/light road/brevet/general good-times project is a minimal aesthetic, as in no/minimal decals. I thought I remembered that the IROs came powdercoated with decals on top (removable). Is this still the case? Was this ever the case? I did some rudimentary Googling, and it looks like I might be wrong (but nothing definitive). Some of you are riding these, right?
