Looking for frame suggestions

Looking for frame suggestions
I'd like to make a FG cross bike, if possible. Here's what I need:
Drop bars. I want them.
Cheap. Self explanatory. I don't mind wrenching, i'll learn more that way.
Zero resale value. The best possible frame would probably be one made by Next. Something that's either unknown and looks scuzzy, or is known and more or less synonymous with "cheap box store garbage".
Sturdy. I'm a big guy, and I want to ride over some seriously horrible roads.
Fattest possible tires. I looked at a Denali. Denali's apparently max out at 700x32 tires. That's about the same width of tire that made my wife accuse me of trying to skirt the assault and battery laws on a technicality, and had her crash the bike twice in two weeks because of too small tires.. and she was riding quite a bit slower than I want to.
Brakes. I'll probably put new v-brakes on front and rear.
Things I don't need:
Light. My upper limit for weight is about sixty pounds for an unloaded bike with no accessories. I doubt there are even any bikes that would go over that. I'm pretty sure a Worksman cruiser would be well under that. (I can't get a Worksman unless they start making their bikes so they are in fact designed to be able to be outdoors.
Wife's orders.)
"street cred". This falls in with 'zero resale value' above. I want the bike to be pretty safe to leave parked on a college campus or in hideous neighborhoods. A blingy Surly or similar is not going to be able to do that.
Any suggestions?

unfortunately you won't find many cross bikes at target or walmart or any of those 'box' stores.

this will be fun to build up but i will say i hate it without cross tires and it's no where near as nice as a steel bike like the uno. the uno is complete, but if you want to build it up yourself the X is a good starter cheap platform.

also, your wife sucks. anyone who crashes because of 'too small tires' doesn't know how to ride a bike, and she's being a princess if she thinks you made her fall. oh wait, i forgot. women can't make their own decisions or do anything themselves, and are completely inept at everything. how silly of me, of course you are to blame.

yeah, forget about FG. singlespeed is the only way to go for a cross bike. a fixed cross bike is also known as a "perpetual accident"

The Fantom Cross UNO frameset does occasionally pop up on bikeisland.com, they've got one available right meow but it's 49cm.

Why would FGCX bikes be a problem? Particularly since i'm not doing CX so much as riding road/commuter on roads too bad to ride road tires on.
She didn't say small tires made herdr wreck, I did. I was there both times and details that we wouldn't even notice on 26x1.75 tires absolutely destroyed her on 26x1.25 fatboys. She also had a lot of aches and pains that she had never had before which instantly went away when we switched up to 26x1.5's.
