Water is constantly draining into them....you can see it.
My guess is it stops flooding/overfilling.

Rode with the LBS this morning to check out the grand opening of a new park the city fixed up that used to be a hideout for homeless people. Of course I had to do a quick ride with my fixed gear on one of the MTB trails since it was so tempting. Haha. Definitely going to get something more practical so I can fully enjoy it. Plus it's down the street from my house which is great.

Rode on the Toronto Islands today. Beautiful. I also came in pretty much dead last in the island sprint that was held there today.
