This, I believe? Related to the fact that most nicer bikes come stock without pedals, because it's a waste for the manufacturer to put platforms on, if the pedals are just going to be taken off instantly and replaced with some variant of clipless.

Also, I think only sellers measure weight without pedals. I would assume that the average personal owner measures the bike complete, otherwise that would be totally cheating.

Well... of course to present you bike weight to somebody without pedals is a cheating... but when manufacturer claims its MTB is 23.5, of course i will check him (manufacturer)..and only then will install pedals, usefull tires and riser handlebars.. that will increase the weight to 26 lbs..

Specialized says their Allez Compact is 21lbs, I was just at my lbs and they threw one on a scale for me, it weighed 22lbs. Pedals weigh one pound? Damn.
