Unknown component. Help needed

A friend for mine recently took this pic while she was in Europe:




What's this strange metal part between the cog and hub? Another friend suggested that it's something like the changear from Chosen, that would enable the switch between fixed gear and freewheel mode: https://www.youtube.com/watch?v=97dpuu7KkKg , but I'm not quite sure of that. I'd like to know if someone knows the brand and the purpose of this brake rotor-like part.

I would guess it's a spoke/chain guard; considering it doesn't look like there's any cabling of any sort running to the back.

iirc- it is a selectable fixed/coaster hub.

I really want a fixed - free- 2-speed kickback - adjustable coaster (with bar mount lockout) - high flange - sealed bearing hub with disc drilling and color options.
