How significant a change is two cog teeth in the back?

How significant a change is two cog teeth in the back?
I recently moved and my SSCX is geared a little too high for the hills near me. It's currently 38/16 (64.9 gear inches) and I was thinking of moving up to an 18T freewheel just to make things a little easier but wasn't sure if that would be too spinny (57.7 gear inches). Obviously I know terrain plays an important role but I'd like to know how drastic a change that would be before I pull the trigger.
