Semantics. I guess he could potentially use a tandem stoker stem if the angle of one works for him and he can find one with a seatpost clamp size that fits the fork steerer size. Beyond that I'm stumped if anyone makes what he is looking for.

Technically, adjustable angle can work as adjustable length if you have enough steer tube.

You'd be able to adjust both the height of the bars and the reach. Sure, it could wind up looking ugly, but it'd give you a chance to try things in the real world (sitting on a bike trainer is not). Then, if you had any pride in how your bike looked, you could buy the correct stem for the job without having a box full of the things ... or never getting the fit right because you're too tight fisted to buy a box full of necks.

You'd want to be setting up a lot of bikes though. Something a bike shop might use or someone who loves fiddling with bikes and hence helps others out.
