Bikes: Road bike is a Carbon Bianchi C2C & Grandis (1980's), Gary Fisher Mt Bike, Trek Tandem & Mongoose SS MTB circa 1992.

Propper Sizing for Track Bike

I am looking into getting a low cost track bike but find the sizing weird. Is the TT length supposed to be shorter than a normal road bike I ride a 56cm road bike but find most frames are 55 or 58 with very short TT length?
I am looking to toss on aero bars to use in short local Triathlon..This is where I am looking.

I'm using a 140mm -6deg stem with my 37cm Scattos on my 58cm bike with 15cm head tube. With EC90s, I use a 120mm 0deg stem to put my hands in the same position.

Bikes: N+1

Do it the same as you would a road bike and look up how people adjust for TT bars. Fit for triathlons is still different and you can look into how they do their fits if you're serious about competing.
