Good Aero Bar for Touring
To me an aerobar serves two purposes:
a) It gets me more aero
b) It allows me to rest my hands and instead rest of my arms, something I can do for longer periods of time.
For a touring bike I think b) is far more important and I found a nice set of aero bars that sit up "high" so your not completely flat.

These are a later model of the one I got, but the important part is that the aero bars sit on *top* of the handle bars leading to a more upright position.

I have the same type but modifies mine for several reasons. There is way too much bar so I cut some off and the "bar on top" took up too much space and displaced hand area.
Good news is the real upright rest position is on the forearm pads that can sit on your bars if you want while you mount from underneath, cleaning up the cockpit and adding a second accessory bar to the mix.
