What is this? Overland Equipment pannier

Found this at a garage sale, and I'm wondering what it was designed to hold. Dry bag? Sleeping bag? Grocery bag? Bowling ball? Internets doesn't seem to contain similar image. Thanks!

From: Thailand..........currently Nakhon Ricefield, moving to the beach soon.

Bikes: inferior steel....alas....noodly aluminium assploded

if that's actually a bikecycle pannier, i'd suggest it were a front pannier with mesh/breathable sides to carry wet stuff, like clothing or tents.

Interesting. I have picked up a few small bags over the years at garage sales, so they definitely used to make bike stuff. If you search the brand now, they seem to make handbags. Here are some pics of my Overland collection, with the back of the mystery pannier.

It does seem like a handy way to dry stuff, but sort of weird either way.

Okay, that makes sense. Stick a dry bag in there and off you go!
