Handlebag bag installation question

I recently obtained a Trek Handlebar Bag (280 cu. in. model):



I'm using it on a Trek Madone for longer day trips. I have no clue what to do with the straps and long elastic cord attachments. Picture doesn't show it, but there is a set on each side of the bag.

There was a pair of bolts/nuts included with the bag, too. There were no instructions included.

Can someone give me a hand? Do I just remove and ignore the dangling straps?

Those are to stretch down to the fender eyelet on the fork to stablize the bag.

Bikes: "Hildy", a Novara Randonee touring bike; a 16-speed Bike Friday Tikit; and a Specialized Stumpjumper frame-based built-up MTB, now serving as the kid-carrier, grocery-getter.

Just make sure they don't get caught in the spokes.

Yeah, that was my first concern. All but a few inches of the webbing is removable. They won't get in the spokes, but will be flapping in the wind. I also experimented with tying the bungee off around the stemm which does help to stabilize the bag. Gotta watch out for whiplash if it comes undone!

I couldn't help but think while out riding today: Tolkein would have called this a Bagg End-o.
